Preliminary Feasibility Conference - $500.00
The purpose of a preliminary feasibility conference is to determine if the applicant’s plans fit within the guidelines of Yarrow Point Municipal Code prior to holding a formal pre-application meeting- (still required for projects that have a valuation exceeding $50,000). If review time exceeds the $500.00 fee, the applicant will be billed the difference. Please contact Town Hall to arrange a meeting.
Pre-Application Conference
If your project valuation exceeds $50,000, you must apply to have a pre-application conference. At the conference you will meet with the Town Building Official, Planner, and Engineer to discuss the scope and nuances of your project. You will also be advised on the permits you’ll need to apply for. Pre-application conferences are generally scheduled within the first 2 weeks of application submittal. Please submit all application materials to Town Hall to get started!

Site Development Permit
A. A site development permit is required for all projects involving any of the following:
1. Fill and/or excavation totaling 50 cubic yards or more. Note: Quantities of fill and excavation are separately calculated and then added together, even if excavated material is used as fill on the same site.
2. Clearing 750 square feet or more, as measured at the ground level.
3. Adding 120 square feet or more of new impervious surface.
4. Retaining wall/rockeries over four feet in height as measured from the bottom of the base rock or block.
5. Any grading or paving of an area used for a stormwater facility.
6. Connection, extension and/or modification of the public and/or private storm and surface water drainage system(s) including, but not limited to, detention and other runoff control facilities.
B. The town engineer shall specify the submittal and application materials which are required for a complete site development permit application.
C. As a condition of applying for a site development permit, the applicant shall allow reasonable entrance by town staff to evaluate the project.
D. A site development application must be submitted by the property owner, his/her agent, or his/her licensed and bonded contractor.
E. Other Permits. It is the property owner’s responsibility to identify and obtain all permits/approvals required for any proposed work. (Ord. 607 § 1, 2009)

Building permits generally require a review from the Planning, Engineering, and Building Departments. Mechanical permits are often issued over the counter.

RIGHT OF WAY USE PERMIT (YPMC 12.04.010)
Any person or utility excavating, boring, changing the natural drainage course, or obstructing free flow of traffic along any public right-of-way within Yarrow Point shall, prior to the commencement of any such work, secure a Right-of -way Use Permit. The minimum fee is $542.50.
RIGHT OF WAY USE PERFORMANCE DEPOSIT (YPMC 12.04.020(G))
The Town Engineer has the right to require any applicant to provide a cash deposit. These monies shall be held by the Town in an effort to guarantee restoration of the public right-of-way to an original or better condition. When required, the cash deposit shall be calculated by the applicant based on the scope of work proposed, and verified by the Town Engineer. A check made payable to the Town of Yarrow Point shall be delivered to the Town Clerk prior to the commencement of any activity. These monies shall be retained by the Town for a period of one year following completion of the work involved. In the event that said work requires special inspection by the Town Engineer, and said inspection costs exceed the fee established by the Council, the cost of such inspection shall be deducted from the cash deposit.

Yarrow Point follows the rules and regulations adopted by the State of Washington Shoreline Management Act. If your proposed project is within the Town’s SHORELINE JURISDICTION (within 200’ of Lake Washington) you most likely need a Shoreline Permit from the Town of Yarrow Point. Here are the rules that will help you determine what type of permit is required. Working on your dock or bulkhead? Depending upon the extent of work, either a SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT or a SHORELINE EXEMPTION PERMIT will be required. These types of projects typically involve review by state and federal agencies, so advance planning is key to meeting your project timeline. Are you renovating, remodeling, or adding to your home? A SHORELINE EXEMPTION PERMIT may be required. Are you constructing a new home with grading in excess of 250 cubic yards outside of your home’s footprint? A SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT is required. A SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT requires a public hearing before the Town Council. A SHORELINE EXEMPTION PERMIT is administrative and is issued directly by Town staff.

Encroachment Agreement (YPMC 12.24)
An “encroachment” is anything in the public right-of-way other than grass, Grass Crete, gravel, or asphalt driveways. No permits will be issued for new construction or remodel construction where encroachments exist in the public right-of-way until such time as an encroachment agreement demonstrating compliance with YPMC 12.24.010 is signed and recorded. Existing encroachments prior to June 13, 2006 shall be allowed to remain until an application for construction activity (new or remodel) is filed with the Town or when existing encroachments are modified. At that time, all encroachments must be brought into compliance. All agreements must be recorded with King County.

Boundary Line Adjustment (YPMC 16.32)
A $1,250 fee must be paid at the time of application submittal and a pre-application conference is required. The complete application will be submitted to the Town staff and the planning commission for review and recommendation to the Town Council. The Town Council will make the final decision. All final boundary line adjustment (BLA) drawings shall be recorded with King County. NOTE: No BLAs are allowed which result in a violation of the zoning code and no non-conforming structures shall be allowed to remain on the lot upon approval.

SUBDIVISIONS (YPMC TITLE 16) / SHORT PLATS (YPMC 16.28)M
General Preliminary Plat Requirements (YPMC 16.12) include:
A pre-application conference is required and a fee of $1,250 must be paid at the time of application submittal. Application requirements are found in the YPMC 16.12.030. Design requirements are found in the YPMC 16.16. Additional improvements requirements are found in the YPMC 16.20.
The complete application will be submitted to the Town staff and the Planning Commission for review and recommendation to the Town Council. The Town Council will make the final decision.
Final Plat Requirements (YPMC 16.24)
The final plat shall not deviate from the intent of the preliminary plat upon which tentative approval was granted. Final plat requirements are found in the YPMC 16.24.040. They must also be “recorded.”
Short Plats (YPMC 16.28)
A short plat is a division of land into four or less lots. YPMC 16.16 and 16.20 apply. A pre-application conference is required. The applicant must meet the requirements of a final plat as specified in YPMC 16.24.040. The complete application will be submitted to the Town staff and the planning commission for review and recommendation to the Town Council. The Town Council will make the final decision. Final Short Plats shall be recorded with King County.
